This is because Times Telecom has become a contributor in 2008 and is required by CRTC to contribute to the National Contribution Fund, which is a subsidy to maintain affordable primary exchange residential service in high-cost service area.
These subsidies are provided by Telecommunication service providers with total operating revenues on their financial statements of $10 million or more.
